- Preheat oven to 350°F. Lightly coat a 3-quart casserole with nonstick cooking spray; set aside. In a large bowl combine bread and enough water to cover. Let stand 5 minutes. Drain water, pressing bread to remove excess water.
- Add beef, 4 cloves garlic and eggs to bowl; stir to combine. Season with salt and pepper to taste. Place beef mixture into prepared baking dish and shape into a loaf. Arrange potatoes around meat loaf. Bake, uncovered, 45 minutes.
- Meanwhile, in a large saucepan heat oil over medium-high heat. Add onion and remaining garlic; cook and stir until tender. Sir in tomatoes, oregano, sugar and 1 cup water. Bring to boiling; reduce heat. Simmer, uncovered, 30 to 40 minutes or until thickened, stirring occasionally. Season with salt and pepper to taste.
- Remove meat loaf from oven. Spoon tomato sauce over meat loaf. Bake, uncovered, 40 to 45 minutes more or until an instant-read thermometer registers 160°F and potatoes are tender. Let stand 10 minutes before serving.
